Past Performance

Washington Headquarters Service (WHS)

Program Objectives

Provide Management, Operational, Technical, and Administrative Support to WHS-Supported FACA Committees and Boards, Commissions, and Task Forces (BCTFs)

Accomplishment

  • Support multiple FACA Committees and BCTFs, on short notice, with very rapid turnarounds

  • Provide subject matter expertise with research, analysis, and drafting of issue and white papers

  • Provide facilitation services to improve efficiency and effectiveness of Committee and BCTF meetings

  • Provide executive-level administrative and clerical support

  • Provide technical writing and editing support

OSD Studies and FFRDC Management

Program Objectives

Provide program management, program reviews, budget support, and congressional support to the Office of the Deputy Director, OSD Studies and FFRDC Management.

Accomplishment

  • Support strategic planning for the DoD FFRDC and UARC programs;

  • Update and maintain policies and procedures for DoD FFRDCs and UARCs in DoD Management Plans;

  • Track staff year and funding execution for FFRDCs and UARCs against annual ceilings;

  • Review justifications submitted by Primary Sponsors for staff-years-of-technical-effort (STE) requirements and provide recommendations on the Department’s annual request to Congress for STE; and

  • Provide support on budgetary issues concerning FFRDCs and UARCs.

PARCA Studies and Analysis

Program Objectives

Perform studies and analysis in support of the DoD Performance Assessments and Root Cause Analyses Office.

Accomplishment

  • Evaluate ways to integrate technical performance with cost and schedule performance to achieve more accurate reports with the end result;

  • Research and document issues and limitations of parsing and displaying data from various vendor scheduling software tools into the UN/CEFACT XML IMS format;

  • Research technical and programmatic indicators of outcome performance to use in informing or driving cost and schedule progress;

  • Explore the specifics of integrating Earned Value Management (EVM) reporting, technical performance measure (TPM) reporting, and the risk management process;

  • Identify, evaluate, and recommend changes to policy or guidance related to the use of the Work Breakdown Structure (WBS) for EVM and Cost and Schedule reporting; and

  • Analyze EVM Central Repository (EVM-CR) data to identify metrics that show trends across programs that may serve as a “program signature” that could be used to evaluate active programs to aid in forecasting contract execution success.

WHS Enterprise Management Support

Program Objectives

Provide technical, administrative, and professional support services to the Executive Communications Team, which supports the Director, Washington Headquarters Services (WHS).

Accomplishment

  • Webmaster Services, including optimization of website content, website design, and technical support, and development of website features and functionality;

  • Development of written content (website content and informational collateral) to support change management by promoting and educating stakeholders about the new WHS web presence;

  • Specialized services as needed, including graphic design, management and production of videos, capture and enhancement of photography, social media, and webpage redesign;

  • Coordination with WHS directorates to support all eGovernment initiatives as necessary across cross functional WHS activities; and

  • Content Management System (CMS) software and application development.

Fort Hood Special Independent Review Support

Program Objectives

Objectives: provide technical writing, technical editing, and senior-level administrative support to the Fort Hood Special Independent Review (“Review”), on short notice, with very rapid project ramp-up.

Accomplishment

  • Perform all technical writing and technical editing services required by members of the Review;

  • Provide executive and senior-level administrative support to Review members and staff, including calendar, travel, scheduling, and correspondence support;

  • Perform research, and develop summaries and briefs based on inputs from Review panel members;

  • Synthesize input from a variety of sources in support of development of a Draft and Final Report to the Secretary of Defense; and

  • Ensure Reports met all applicable DoD and other requirements regarding format, content, readability, and production.
